WASHINGTON—The clock is ticking for special counsel Robert Mueller. With six months to go until November’s midterm elections, Mr. Mueller’s investigation into Russian meddling in the 2016 presidential campaign will soon run into a dead zone of sorts, in which former prosecutors say they expect him either to wrap up, or lie low and take no visible steps until after the election.
