MANILA, Philippines – The Department of Transportation (DOTr) on Wednesday said that allowing motorcycles to operate as a public utility vehicle needs further study. “The DOTr stresses that converting motorcycles to a public transport service requires thorough study, deliberation and assessment,” the department said in a statement after a House panel supported moves to legalize motorcycles as a public transportation service. ADVERTISEMENTDespite this, the DOTr welcomed the bill filed before the House of Representatives on the inclusion of motorcycles as a means of public transportation. “The DOTr believes this is the right step in order for motorcycles to function as a public transport service,” it said. The issue on the legality of motorcycles as a public utility vehicle surfaced following the suspension of operations of the motorcycle ride-sharing app Angkas in November last year.
