At that time, statistics in Malaysia showed that the majority of people with HIV/AIDS had drug injections (PWIDs). Following this, a needle and syringe exchange programme was implemented to reduce HIV vulnerability among PWIDs. Twelve years ago, the majority were PWIDs, but now the majority are LGBTs . In fact, about 90 per cent of the young population have acquired HIV through sex. Now the focus is on the young population with high-risk behaviour.
