WHILE it remains a challenge to understand the headline growth in China, one can conclude the economy is slowing. The government will have to rely on higher spending and massive bank lending to support the economy. Yet, the possibilities by the policy makers to further tighten capital controls remain should the pace of capital outflows accelerate again. The current measures should help stem the pace of capital outflows more so in the short term while long-term pressure remains. Hence, with the economy becoming more complex, the authorities will have to determine which path they plan to adopt i.e.
