Resigning does not absolve Philippine Health Insurance Corp. (PhilHealth) chief Ricardo Morales of liabilities that the investigations into the health insurance firm might uncover. Palace spokesman Harry Roque Jr. said President Rodrigo Duterte’s acceptance of Morales’ resignation does not mean he has escaped accountability. The President has accepted Morales’ resignation but has not come up with a replacement, he said. Roque let on that there were “names being considered,” but the President was being careful about his selection. Duterte had asked Morales to step down because of his health condition, according to Justice Secretary Menardo Guevarra.
