The latest version grapples with inherent tensions emerging between Australian security and Australian prosperity. Here the inherent shortcoming of a White Paper on foreign policy is visible – as an attempt to suggest answers where answers are not really possible. Effective Australian foreign policy is very much in New Zealand's interest.
