The Health Minister says he relied on assurances from Ministry officials that routine testing of people in managed isolation and quarantine was taking place. Housing Minister Megan Woods has promised to shake-up managed isolation and quarantine facilities, eventually improving them to the point where compassionate exemptions can be brought back.
