The ports are Puerto Princesa Port in Palawan, Ormoc Port in Leyte, Tabaco and Legazpi Ports in Albay, and Calapan Port in Oriental Mindoro, Umali said in the resolution. In the same resolution, Umali said he was very concerned about the possible displacement of at least 11,000 workers of the Calapan Labor Service Development Cooperative (Calsedeco). The Sangguniang Panlalawigan (Provincial Board) conducted a hearing on Wednesday and invited representatives from PPA and the cooperative. Umali said the government would lose P1.2 billion in the process because the winning contractor posted the minimum bid. Leachon, the House of Representative senior deputy speaker, in a message to The Manila Times on Saturday, said he is co-sponsoring House Resolution 1822 as officials and members of Calsedeco asked for his intervention on the issue.
