(CNN) After walloping the Southeast, Tropical Storm Elsa has headed north and is affecting major cities in the Northeast. Late Friday morning, Elsa was over central Long Island, according to the National Hurricane Center, and moving northeast at 30 mph. Elsa is bringing heavy rain, gusty winds and a tornado threat to the region. The center of the storm will move near eastern Long Island and the coast of southern New England through Friday afternoon, and then offshore by Friday evening.
