Another partial government shutdown later this week “absolutely cannot” be ruled out, acting White House chief of staff Mick Mulvaney said Sunday. The Trump administration has called on Congress to appropriate funds for 52,000 additional detention beds as part of its new migrant detention policy. The White House has not taken the threat off the table despite substantial opposition to the national emergency idea from many Republicans in Congress. Mulvaney on Sunday broached the prospect of Trump moving ahead with wall construction without resorting to the national emergency route. “There are pots of money where presidents, all presidents, have access to without a national emergency” declaration, he said.
