Residents of an estate in Juja, Kiambu county, have accused the director of Nairobi Metropolitan Department John Maina of abuse of office for allegedly undertaking illegal and unapproved structures in the estate. The association said Maina has been threatening residents and using government vehicles to transport materials to the construction sites. Kays Estate Welfare Association said the estate is a gated community for purely residential houses comprising of single family housing units in every plot. The residents said Maina has been threatening them and calling them “an amorphous group comprising of extortionist gang bound to blackmail his efforts”. “We are appealing for protection as he [Maina] has the tendency of threatening residents with prosecution letters, which are unfortunately delivered by GK vehicles,” the letter reads.
