I call them empty rhetoric because they are political promises that seem inconsequential in the long run. We have been left to assume that free maternity is directly proportional to reduced maternal and child mortality. Further to this, providing funds to counties and funding the free maternity was another stated achievement. Free maternity was their brainchild, and they did not expect to succeed without budgetary allocation to it, did they? They narrowed down their promise to establishing a National Universal Health Service Fund that will be supported by the public budget.
