WASHINGTON—Senate Majority Leader Mitch McConnell made clear Tuesday that he would seek to confirm any nomination by President Trump to fill a Supreme Court seat that might open up next year, despite having blocked former President Obama’s high-court pick during an election year. Speaking in stronger terms than he has used previously, Mr. McConnell said that the GOP-controlled Senate will consider a Supreme Court nominee if a seat on the high court becomes vacant in 2020.
