The mayor of Saint John, N.B., says a large explosion at the city’s American Iron & Metal recycling facility rattled the harbourfront Saturday morning. The tricky part, he said, is that the facility isn’t the city’s jurisdiction, since it is regulated by the provincial government and the federally run Port Saint John.
