Not for the first time Angela Merkel has taught a British prime minister a hard lesson in European diplomacy. Theresa May was granted an audience with the German chancellor on the tail end of a gathering of top continental leaders to pay homage to President Obama on his valedictory visit to Berlin last month. She waited dutifully for Mrs Merkel to have lunch with Mariano Rajoy, the recently reappointed prime minister of Spain, before being summoned from the British embassy for her one to one.
