WASHINGTON—Outgoing Defense Secretary Jim Mattis bid farewell to the Defense Department on Monday, in a message in which he cited Abraham Lincoln and said the military is “at its best when times are most difficult.”In a short note to all Defense Department employees and service members on his last day at the Pentagon, Mr. Mattis said the department is in good hands.
