The Court gave credence to the argument of the Office of the Solicitor General that terrorism and rebellion continued, which would be a factual ground for its extension. Calida said it was within the powers of Congress to determine the sufficiency of the factual basis for the extension of martial law. He said that the martial law under Proclamation 216 did not become “functus officio” with the end the Marawi siege since terrorism remained in Mindanao. The Lumad group, former Commission on Elections (Comelec) chairman Christian Monsod and Bayan Muna Partylist Group filed similar petitions.
