Mr. de Blasio has scored signature accomplishments, including adding universal prekindergarten and significantly reducing police stop-and-frisk practices that disproportionately affected blacks and Latinos. Even David Dinkins, whose mayoralty was far more low key, was a nationally recognized figure as the first black mayor of New York. In 2016, Mr. Giuliani delivered a prime-time address at the Republican National Convention, and Mr. Bloomberg at the Democratic National Convention. This June, Mr. de Blasio traveled to Miami to discuss climate change at the Conference of Mayors. Mr. Bloomberg made a bigger splash when he pledged $200 million for a new initiative to promote urban innovation and gave a speech of his own.
