OTTAWA — Manitoba’s plan for a carbon tax priced well below the federal standard is a smart political move, and the latest sign that there’s trouble brewing for Ottawa over the centrepiece of its national climate change strategy, analysts say. Pallister faces his next election in 2020, just as his proposed carbon tax is set to dip below the federal price. Saskatchewan, the only province other than Manitoba that refused to sign the pan-Canadian climate change framework last year, has said it will fight a federal carbon tax in court. Still, others argue that Manitoba’s carbon tax will achieve the same reduction in emissions as the federal plan over the next five years, and that should be good enough. Sawyer suggested overall emission reductions should be more important than whether or not a province follows the federal price schedule.
