President Duterte has certified as urgent Senate Bill 2232, the proposed Senior High School Reserve Officers Training Corps (ROTC) Act. Aside from the ROTC bill, the Chief Executive also certified as urgent the proposed amendments to the Public Services Act and the Foreign Investments Act. Senate President Vicente Sotto III cited the need for a bicameral conference committee after a bill’s passage in the two houses of Congress.
