Defense Secretary Jim Mattis told reporters on Tuesday that all of the packages sent to Defense Department facilities are under the control of the federal authorities. The first package raised alarm at The National Defense University at Fort McNair in Washington, DC around 8.30am. The package was addressed to the National Defense University and found to contain black powder, which can be used to make explosives. CNN reported that the military bases where the packages were sent make up the backbone of military presence around the Capitol. Phan has a prior criminal record, having been arrested in 2011 near Woodland, Washington, the Daily Democrat reported.
