President Maduro says that $10 billion US in payments for Venezuelan oil is currently frozen offshore due to sanctions. Unlike the oil, Maduro does have a ready market for the gold — Turkey. Last year, Turkey imported more than $900 million US worth of Venezuelan gold, after having no such purchases at all in 2017.
