Madalena Caldeira, Employment Coordinator at the Lisbon office, answers some questions for Diário de Notícias about the case of an engineer from the Works Division of Ovar Town Hall, on unpaid leave, who started working on a project awarded by the municipality in a public tender that was contested by one of the bidders. Madalena comments that "The situation described reveals a possible conflict of interest on the part of the official and it is clear that the suspension of the contract through unpaid leave does not and could not remove the incompatibility and impediment regime laid down by law, otherwise the way would be open for all officials to carry out acts that are contrary to the interests of the services or that conflict with them."
