WASHINGTON—French President Emmanuel Macron said it was his “bet” that President Donald Trump would withdraw the U.S. from the Iran nuclear deal, a move that he said would lead to a period of heightened tensions with an outcome that was hard to predict. Mr. Macron also said that his proposal for an expanded agreement with Iran, which he has pitched during a visit to Washington this week, was in part designed to provide a framework for discussions and not leave a void should Mr. Trump decide by his May 12 deadline to withdraw.
