The Metropolitan Transportation Authority’s top official will hire an independent consultant to review plans to avoid the full shutdown of the L train subway tunnel connecting Brooklyn and Manhattan. MTA Acting Chairman Fernando Ferrer said in an interview Saturday evening that a review is needed to explore significant concerns posed by the new construction method, such as health risks from silica dust.
