FILE PHOTO | NMGParliament and county assemblies will have the final say on recipients of State commendations if MPs approve proposed amendments to the National Honours Act. Kilifi North MP Owen Baya, the sponsor of the amendments, said the changes are intended “to guard against abuse” in the award of State medals. President Kenyatta awarded medals to top businessmen, public servants, journalists and ordinary citizens in recognition of their service to the country. A committee chaired by the deputy president, cabinet secretaries for public service and national heritage, two governors and the Public Service Commission chair ordinarily draws the list of recipients of the awards.
