Under the modified coding scheme guidelines, the MMDA said private vehicles are exempted from the number coding scheme as long as they carry a maximum of two or more passengers including the driver. Vehicles carrying medical personnel and other authorized persons outside residence are excluded from the modified number coding scheme, MMDA said.
