Magelo said failure by Governor Evans Kidero's executive to release the MCAs Sh238 million, delay in disbursing ward development cash and poor services forced them to take the unprecedented move. Minority leader Abdi Guyo said the matter was compounded by the delays in releasing Sh1.7 billion Ward Development Fund, a move he said has stalled hundreds of projects. Nairobi speaker Alex Magelo and MCAs have finally opened up and explained why they were reluctant to pass the city's 2016-17 budget. The budget was passed yesterday after a standoff that almost crippled services in the city. The county leadership and the Cord wing of the assembly, held a series of meetings with Kidero prior to passage of the budget.
