In 2017 the UK Gambling Commission stated that loot boxes do not count as gambling, as the items you win cannot legally be exchanged for real money. AdvertisementAdvertisementAdvertisementA new House of Lords report suggests that loot boxes should be classified as ‘games of chance’, which would see them instantly run afoul of the 2005 Gambling Act. ‘The government must act immediately to bring loot boxes within the remit of gambling legislation and regulation’, adds a statement from the report. That should at the very least mean that any game with loot boxes in it, including sports titles, would be classified as 18-rated.
