The chink in maritime law has now been closed after civil servants raised the alarm following the arrival of hundreds of workers from India. On May 13 and 14 the workers travelled from India, which is on the red list, to Heathrow, it is reported. They were allowed to go to UK ports under a rule designed to stop Naval ratings having to quarantine.
