Phil Eng’s honeymoon period as head of the nation’s largest commuter railroad didn’t last long. Four months into his job as president of Long Island Rail Road, Mr. Eng has had to contend with many problems, including signal failures, rail-car shortages, overcrowding, derailments and, most recently, a petition signed by more than 2,000 people calling for better railroad safety and a fare refund.
