The prime minister is understood to have discussed proposals for an M25-wide lockdown last week, with restrictions on people coming in and out of the capital if the coronavirus resurges strongly in London. But neither Mr Khan nor other London council leaders were invited to take part in the planning exercise or asked to comment on the proposals.
