It is unclear how the president could legally mandate voter ID across the country ahead of the midterm elections without congressional approval. Earlier this week, the GOP-controlled House passed legislation that would require photo ID to vote in federal elections, a bill that Trump has called for Republicans to pass. The GOP bill would require documentary proof of US citizenship for voter registration in federal elections and would require states to remove noncitizens from federal voter registration rolls.
