CAIRO—A renegade Libyan military commander launched an assault on the capital Tripoli, risking returning the North African country on Europe’s doorstep to a full-blown civil war. The offensive marks a turning point in the long political struggle in Libya since the fall of dictator Moammar Gadhafi in 2011. The crisis has hobbled Libya’s oil production, transformed the country into a pathway for migration to Europe, and allowed Islamic State to establish a key foothold.
