Gaddafi was one of the 25 candidates who were disqualified from the Commission in the first decision awaiting the appeal process, which is finally decided by the judiciary. Controversies over election rules, including the legal basis for voting and eligibility for candidacy, could upset the internationally-supported peace process aimed at ending a decade of violent faction turmoil. The Commission said Kadafi was not qualified because he was convicted of the crime. Some of the candidates approved by the Commission, including the leading candidates, have also been accused of possible violations by political rivals. Another prominent candidate, Eastern Commander Khalifa Haftar, is said to have US citizenship, which may also exclude him.
