Libya negotiations begin at the United Nations on breaking stalemate elections


The United Nations called for a “final and courageous effort” to break the deadlock over the long-awaited election rules in Libya, which was devastated by the war, as talks between rival agencies began in Geneva. Chairman Aguila Surrey and Chairman of the High Council of State Khalid al-Mishri are holding a two-day meeting at the United Nations Palais des Nations to discuss a draft constitutional framework for elections. “Your presence here today is an example of responsible leadership,” UN chief executive Stephanie Williams said at the meeting. Election prospects seem farther than ever since HoR, elected in 2014, appointed a government to replace Interim Prime Minister Abdul Hamid Dbeiba and claimed that his mission had ended. After being unable to enter Tripoli at the armed standoffs in May, the rival government took office further east of Sirte.
