BENGHAZI, Libya — Libya's top electoral body said Wednesday that the son and onetime heir apparent of the late Libyan dictator Moammar Gadhafi is disqualified from running in presidential elections that are supposed to take place next month. According a list of barred candidates issued by the country's High National Elections Committee, Seif al-Islam Gadhafi is ineligible because of previous convictions against him. Moammar Gadhafi was killed that same year in October amid the ensuing fighting that would turn into a civil war. The Geneva-based diplomat serves as both special envoy for Libya and head of the U.N. political mission in the country. "You have a moral responsibility towards the developments in my country over the past 10 years," he told the group.
