After nearly a decade on the margins of Millennium Challenge Corporation (MCC) compact eligibility, Liberia is once again positioning itself for a major development breakthrough. Liberia's path to a second compact has been unusually long. It has been a decade-long detour from compact eligibility. Liberia's first MCC compact, valued at approximately US$257 million, focused heavily on energy and infrastructure--particularly the rehabilitation of the Mount Coffee Hydropower Plant. If successful, the second compact could play a defining role in addressing long-standing growth constraints and accelerating Liberia's economic recovery.
