There is popular public opinion of the inefficiency of the public health-care sector and overpricing, and ‘fraud’ by the private sector. This group of the population has only public health-care institutions at their disposal. However, it does not mean that the rest of the population can shop around for choices in private institutions (allopathic). These private institutions are only accessible by people who can afford the high user fee and service charges. At the beginning of the pandemic, the only institutions catering to the infected patients were public institutions.
