China was one of the early signatories of the UN Declaration on the Rights of Indigenous Peoples, which is non-binding. The Chinese government argues there are no indigenous peoples in China, just a number of nationalities who have been living together for several thousand years. Although there is no definition of “indigenous peoples” in the UN Declaration, Trudeau could point out serious historians and anthropologists believe there are indigenous peoples in parts of China.
