There is a myth that it is impossible to fire a career federal employee. Let’s start with a given: Most federal employees are dedicated and proud to serve their nation. To make this Byzantine regulatory scheme even worse, these agencies have asserted control over employee discipline never clearly granted to them by Congress. Managers have even been required to reinstate employees after a workplace assault despite the obvious concerns of their fellow employees. Reforming the system so that it can adhere to these basic principles would benefit managers, employees and taxpayers.
