A member of Leeds' staff was found acting suspiciously outside Derby's training ground before the fixture between the two sides on 10 January. The EFL said in a statement that Leeds' conduct "fell significantly short of the standards expected" and it "must not be repeated". The Football Association has also issued a formal warning to Leeds, Bielsa and a club video analyst. That led to widespread criticism, though there is no specific rule stopping teams from observing opponents training.
