A report commissioned by the party called for council tax to be replaced by a “progressive property tax”. It would be based on “regularly updated property values” and payable by owners, not tenants. The rates would be set nationally rather than by local authorities and attract a “significantly higher rate” for second or empty homes. Discounts for single people such as widows could be removed to end “over-consumption of housing” with “single people occupying large homes”.
