Appearing before a public hearing of the Senate Committee on Public Services, Lizada claimed that Memorandum Circular (MC) 2018-022 was falsified. “The first MC (MC 2018-020) was what I reviewed and dissented to,” Lizada said. Lizada said she did not sign MC 2018-022 because it was partial to some bus operators. Under MC 2018-022, however, some provincial buses were allowed city operations and thus, were able to proceed to Edsa.
