Three weeks prior to its scheduled soft opening, roads in the world-famous tourist destination, Boracay, are still unfinished. These photos from Boracay were taken on October 3 and 4. ADVERTISEMENTSome pictures show exposed pipes and open excavation on the roadside while some pictures show dirt roads and half-paved roads.
