MANILA, Philippines — At least 1,600 passengers were stranded in some of the country’s ports as sea travel remains risky due to Tropical Storm Vinta, the Philippine Coast Guard reported Saturday. As of 8 a.m., a total of 1,668 passengers, 41 rolling cargoes and 16 vessels were barred from traveling, the PCG said. It is expected to move west at 20 kph and exit the Philippine Area of Responsibility “between” Sunday morning and afternoon.
