The order stems from a 2016 lawsuit brought by the American Civil Liberties Union on behalf of Kansas voters in federal court against a state voter ID law. Kris Kobach, Kansas’ secretary of state, was found to be in contempt of court by a federal judge in a ruling released Wednesday. Kobach was also fined $1,000 in connection with the case because of what another federal judge termed a “pattern” of “misleading the Court” in voter ID cases. Kobach spokesman Moriah Day said in a statement that the secretary of state declined to comment.
