Audi Ogada, chairman of the Kisumu Residents Voice Association, said such acts of lawlessness have continued in the county without police intervention. Kisumu residents have petitioned inspector general of police Joseph Boinnet to arrest members of a gang unleashing terror in the town. Ogada said police must ensure the attacks and guards said to have helped them carry out the torture must be arrested. They also want the IG to investigate CIDs suspected to be working in cohorts with the gang. Noting the government is mandated with protecting citizens, he said Boinnet and Interior CS Joseph Nkaissery should take up the matter seriously.
