Kisii county MCAs had impeached Speaker David Kombo on May 26 after 47 ward reps voted in favour of his ouster while 21 dissented. "The planned recruitment of the new speaker by the County Public Service Board is hereby suspended," Justice Rose Ougo ruled. "On Tuesday, December 8, I arrived at the assembly and later joined by members to transact the business of the day. I was shocked to learn the assembly was closed for fumigation, neither the MCA nor I as the acting Speaker was aware of the planned fumigation. On further inquiry, we were informed the embattled speaker had ceased the mace in order to scuttle the business of the day," stated the acting speaker.
