In other states, including the battleground states of Georgia and Arizona, ballots must reach election offices by Election Day. As of early Thursday, Mr. Biden led Mr. Trump in Arizona by 68,400 votes, or less than three percentage points. Winning Arizona would give Mr. Biden an additional path to victory that wouldn’t require Pennsylvania, where final results aren’t expected today.
